There are presumably some events planned in/around Winchcombe for the Royal British Legion.  Having the announcements noticeboard behind a locked gate meant that Timothy was unable to read them.  Timothy likes to support the Royal British Legion though: he uses their jute Poppy bag, and his red/blue lead is from the Poppyshop, too.
